Five Main Components Of A Monitoring, Evaluation And Learning (MEL) System

1. Logic Model

A logic model describes the change that the project / program is trying to achieve and how. It basically shows how resources/inputs will be used to produce outputs and outcomes given the assumptions and external factors.

2. Performance Measurement Framework (PMP)

The PMF explains how the change/success will be measured throughout the project/program. It essentially highlights the indicators, the means of verification and the data collection methods, for each output and outcome statement.

3. Data collection process/responsibility

As part of an MEL system, it’s very important to identify the data pathway (the collecting, storing, and sharing/reporting), and who will be involved or responsible for each step of the process.

4. Learning strategy

The learning strategy makes it possible to identify the different actions that will be implemented to collect, store, share and use the lessons learned and best practices emerging during the implementation of the project/program.

5. Budget

Establishing a budget is essential for a MEL system. It helps map out the monitoring, evaluation and learning activities that will be undertaken based on the funder’s requirements, the organizational priority, and the available resources (human or financial resources).
