About the project

As Evaluation Consultant, I was working on two projects at CCBR. The Global Refugee Sponsorship Initiative (GRSI) Monitoring and Evaluation (M&E) Toolkit and the Private Sponsorship of Refugees evaluation framework.

The GRSI M&E Toolkit aimed to provide refugee community leaders and Government policy-makers with practical steps, resources, and illustrations when designing and conducting their own monitoring and evaluation. The toolkit was developed by CCBR in collaboration Global Refugee Sponsorship Initiative (GRSI) as part of a project funded by Immigration, Refugees, and Citizenship Canada (IRCC).

Regarding the Private Sponsorship of Refugees evaluation framework, the goals were to build the monitoring and evaluation capacity of MCC Canada and provincials and develop, test, and implement, in collaboration with them, an integrated M&E system with the intent of helping them to better tell their outcome and impact stories.

About my role

On the GRSI M&E toolkit project, my roles were the following:

1. Design the overall methodological approach
2. Develop the data gathering tools
3. Conduct interviews with key stakeholders
4. Facilitate meetings with the project Steering Committee
5. Develop and present the M&E toolkit to the Committee.

When it comes to the Private Sponsorship of Refugees evaluation framework, my roles were to:
1. Support the project team leader in preparing meetings with the Steering Committee
2. Participate in the development of data gathering tools
3. Co-facilitate key informant interviews
4. Participate in the development of the M&E framework

About my accomplishment

As part of the GRSI M&E toolkit project, we reviewed over 50 documents from refugee sponsorship stakeholders globally. We also interviewed key informants with expertise in community refugee sponsorship and evaluation from over ten countries and finally drew on the 40 years of experience that CCBR has in conducting and promoting community-based evaluation. 

The toolkit is a self-study document that community leaders and Government policy-makers can review at their own pace. It's made up of two parts: i) a Slide deck that includes an introduction to community-based evaluation and a description of the 4 phases of community-based evaluation and over twenty practical illustrations from community sponsorship programs all over the world; ii) a Workbook that contains exercises for participants to practice and develops their evaluation plan.

Regarding the Private Sponsorship of Refugees Framework project, I was involved in developing data gathering tools and facilitating focus group discussions with MCC Canada and Provincials to better understand their inputs, activities, outputs, outcomes, and impact, and their M&E approaches. In addition, I was actively involved in the development of an integrated Private Sponsorship Theory of Change, evaluation purpose and questions, and a list of outputs data gathering tools.
